Do i need to bring in a potted sliver maple tree for the winter. It's about 3 or so feet tall in a clay pot

Yes, you should. It being a deciduous plant isn't the issue. Instead, you are concerned about the freezing temperatures and wind, which can quickly dehydrate the bark and roots of a dormant tree. Instead of bringing it inside, it would be lovely to place it in a protected area, such as a cold frame (height is a big issue though). Barring that, bring it inside in a sunnyish location, since maples like full sun. When you take it outdoors in the spring, gently harden it and gently expose it to full sun again, or it will freeze at night and sunburn during the day.
