How is Jim Costa winning?

This guy voted to shut off water to farms in his County it brought about 48% unemployment in his county and surrounding counties because we are primarily Ag. There is no possible way this guy can be winning with out fraud. I don't know a single person who supports him you talk to everyone around here and they want him gone. Every place you go are Signs ABC Anyone But Costa. Farm land is fallow and orchards are dead because of this guy yet his winning?
