How can I get my pet rat to become friendly and social with me?

I got him a few months ago and I've tryed numerous things. I put his cage in a playpin and tryed coaxing him out with treats many times, putting my hand flat on the floor of his cage and nothing seems to work. PLLLEEAASEE help me =)
